elapsed. They attain the age of ONE at midnight of the last day of the year.
On 1 Jan 1901 a person born on 1 Jan 1900 would be in his/her second year and
celebrating the "First Anniversary of his/her Birth" common

This is probably because of the difference in how Americans and British count
years. In US, on your 365 day of life you become one, on your 365x2 day you
become two. In some places people are called 2 after the 366 day, ignoring leap
years. Is this what you mean.
