You could probably get it working, but there'd be a lot of DTL involved. This looked to me like an ideal job for a PIC microcontroller, actually. It seems like, although it would take a lot of discrete logic, it would be a fairly easy thing to build with a clock and a state table.

DeviceURI socket://10.5.3.123 That's the problem, then. The lpr command is trying to loop back through the CUPS instance to get support for direct socket printing, and you don't have cups-lpd installed. Install cups-lpd, which should fix it.
