Because I work for SUSE, and any tools I write would be distributed by
SUSE in the s390-tools package. I doubt very much Red Hat would pick it

The root of the issue, which I did not realize was a problem, is that I am
running on a z15 processor. The zLinux is a z/VM virtual machine (guest).
