If you are able to use *vi* just edit the two files, stop the *old* image and
restart on the new hardware.

I found 'googeling' a hint for a PTF:

we ran SUSE 9 and had the same problem. Finally the 'wrong' libpcap was fixed
with service pack 2.
The fixed version is: libpcap-0.8.1-39.2.s390.rpm
The SP-2 version is: libpcap-0.8.1-39.3.s390.rpm

This is correct if you are only running Linux images under VM.
If you plan z/OS (VSE...) under z/VM you need a CP processor.

here you can search to the apar (or ptf-) number i.e. / UM31391
With VM 5.1 there is a menu called VMFINFO. You have to select the PPF (maybe
ZVM)
and on a second screen the CPMPONENT (maybe CP).

the QIOASSIST problem occured in our installation with VM440.
We installed PTFs:
UM31170, UM31340, UM31370
Due to the conversion to VM510 we ran only 3 weeks with these ptf's -
