without 3270 controller on hmc I attended an IBM z/VM for Linux Administrator class last year, they had indicated that HMC support was being worked on for the OPERATOR console. In fact you can specify SYSCONS (sp?) in the SYSTEM CONFIG as of z/VM 3.1 even though it was not yet fully implemented

Thanks to all who responded. I understand about the utilities which use 3270 data streams and/or require an interrupt from a real device, but I often find myself in situations at customer sites where I need to bring systems up to test something and cannot afford to wait until a gen takes place.
