Consult http://www.linux-usb.org/ to learn how to install Linux USB support. You need to either install a 2.3.x development/beta kernel (unstable) or install a USB backport to a 2.2.x kernel. I suggest you look at the latter. There are several Linux How-to documents that will help with dial-up
