used to set the log4net.Internal.Debug or log4net.Internal.Quiet flags.

Repository then they should be repository specific. They could be stored
in the Repository.Properties collection, but we would need to make sure
that everything that needed the text knows

Sounds like a good idea, why don't you add a property to SystemInfo to
get the 'null' text.
To allow the user to override this text we can just use an appSetting,
say log4net.NullText.
