We are moving now towards the release of LyX 2.4.1. There should not be
a lot of new translations for this one, but there are some (I am pretty
sure). Please have any updates to us by 30 June. I'll plan to do the
release at the beginning of July.

We are intending to release LyX 2.3.8, the final maintenance release in
the 2.3.x series, soon. There should not have been many changes to
translatable strings since 2.3.7, but there will have been some. If
you'd like to update the translation, please do so by Friday, 12 April.

Yes, it is deliberate. The notes describe something about the process of
converting the file to LyX.
