Go to Document settings page margins
and use Top/bottom 2.54
right/left margins 3.17.
Another options is to plug into the preamble
\usepackage{geometry}
\geometry{verbose,letterpaper,tmargin=2.54cm,bmargin=2.54cm,lmargin=3.17cm,rmargin=3.17cm}
