Try connecting a mouse or trackpad. Even though you don't need one, I believe the Mac will require it. I recently set up a new 24 inch M1 iMac for someone, and the computer wouldn't do a thing until I connected a mouse to it. Once you get through the initial set up, you can get rid of the mouse o
