Regardless of how you have your keyboard preferences set, the Fn key is not
required when doing CMD plus F5 to start VoiceOver.
It has been that way for a long time.

Is she using an Apple keyboard? If it is a third party keyboard, then it’s
possible that the cmd and option keys are reversed. So, you’d press option-f5
instead.

You will not need sighted help for configuring the keyboard. Just
press enter when you start it up and when you hear the intro start
vo. It will tell you what keys to push.

my computer but I can heolp with the keyboard question. A usb windows
keyboard will work fine. When you connect it, the mac will probably
