Nope. Restrictions are not enabled. I ended up going to settings and iCloud,
and got rid of the apps there. Not what I had in mind, but at least it works.

Hi Mary,
See if by some strange accidental press of a button, you enabled
restrictions. You'll find this in settings>general>restrictions. If that
has gotten turned on, that will (if the correct option is selected),
make deleting apps not possible as you restricted it.

I recall seeing on one of these lists a thread regarding the inability to
delete apps from phone which also has the 3D Touch. However, I don't have that
problem with my iPhone. I have been able to delete apps.
However, this morning I went to delete some apps from my iPad mini, which is
running
If you can’t figure it out for now, just go to Settings, General, Storage and
iCloud Usage. Each app will have a usage category, and if you select it, you
can delete the app from there.

It does appear that the iCloud option is the only one that will work for me. I
have tried rebooting. I have made sure to be locked in portrait mode, which I
don't think should be necessary, but it is locked. These are not stock apps.
