You can edit them in Windows using Acrobat Pro (not the reader) but it’s not
very accessible. We often do this in my office to increase accessibility. You
don’t want to convert and then reconvert. You edit it on the fly with tagging
and reordering.

If I understand what you're asking, I have PDFpen PRO that I have been using
which for me works fine. Some people had some trouble, but it works on my
computer pretty well. I have a 2011 MacBook Pro with 8 GB of memory, just in
case that matters.

I'm talking about editing Pdfs in general. I've not found one screen
reader compatible program for Windows at least for the editing portion.

That's generally true with screen-readers. I have a sighted friend who uses
Adobe acrobat to edit pdf files, but editing pdf with screen-readers has always
been minimal in my experience. Even reading them is somewhat problematic.
