There is nothing in the device which would make it blocking. Of course,
much depends on your connection (like if you connect your machine behing
a NAT, incoming connections will be blocked).

Thomson/Frauenhoffer made such a statement offhand quite some years ago
and when Xiph.org asked which patents they though Ogg infringed they had
no reply. And they have afaik never repeated such a claim again.
Xiph.org also have had a formal patent search done where nothing turned
up.
