You stuffed up the ownerships/permissions on the files/directories
while restoring from backup.
Specifically this file was not possible to read:
/usr/local/cpanel/3rdparty/mailman/lists/tf-board_tolefriends.com/config.db
maybe try to run the included check_perms
or have a look at the backups
