It is true that arcview does a lousy job with projections, it is kind of
like a combination lock. if you don't know the Numbers AND order then you
are getting it open.
I would suggest to use the Projection wizard in Arcview (if they have
arcview) or they may check out.

anyone know how this projection relates to the existing MapInfo projections

I downloaded a census block file for Cass County, Missouri. I used the
Arklink>ArcInfo to MapInfo translator. I then opened the new table in
MapInfo. Looked very good. However, it was in Non-Earth (meters). I
wanted it in Nad83(Long/Lat). So I 'Save Copy As' and put it in Long/Lat
(NAD83).
