The UN has a free raster to vector package called mapscan.
It works very well on all sorts of input maps. A very handy feature
is that it allows you to georeference the resulting vectors and save
them in .mif format.

I am in the process vertorizing dozens of early geologic maps. it is not an
easy task. I do the following steps
scan at 300 or 400 dip (grey scale or color - never just black and white) and
