Bizarrely, it seems to have more features than MapInfo or ArcView
(such as a Map Server), certainly for the price...
we looked at it many times. it is just to odd to use - they should be
nominated for the worst software design price, they'd win every year
by far ...

Could you developpe more about what you find odd and uggly about it?
I did not say ugly, just said odd; as far as I remember, it is a while
ago with v 6.0 (a collegue of mine had the same feedback as I asked her
to test it):
- all handling in general reminded me of CAD and it is
bang for buck, ease of use and fantastic user community support...gotta be that
MapInfo thingy..

http://www.mapmaker.com/index.htm. You can download a free version or for a
modest outlay go for the Pro version and get features like NTF
compatibility, which is important if you clients want to use OS vector data
(even MapInfo
