I do have another question. While rolling around under the car, I
found a part attached to the cross member just behind the oil pan. In
the middle of this cross member is a stud/bolt that faces the oil pan.
Right now, it has bare threads at one end. Is there supposed to be a
nut on it?
. Needs a 13mm and 17mm but I
forget which is for which.

Well, therein lies the problem. I only see two bolts, the toothy
one at the top and a pivot bolt at the bottom, both currently loose.
Where would the third bolt be?
I went out and took a close look at the Frankenheap. There are
three bolts. The toothed one, the pivot bolt at the bottom,
I can't move it by hand to get any tightness on the belt.
You don't, you use a box-end wrench on the toothed bolt head.
Set the belt tension that way, hold it in place with the one
wrench while you tighten the nut on the back with another wrench.
Don't move the toothed head any while doing
Oh, and as I recall the toothed bolt can get out of sync
on the rack and not have full travel. (It only has teeth
partially around it.) So make sure the teeth can engage
the full length of the travel on the rack.
