I think it would be considered lowball coming from across the nation.
I have not seen the car in person. It does seem to have a few issues that
might make an offer of 1250-1500 more palatable.

Don’t Windex them, buy the foamy window cleaner that is approved for use on
window tint. It does a much better job.
I like Stoner “Invisible Glass”. Works well on all glass surfaces and is safe
to use on window tint, something that’s important both here and in AZ.
