Model rockets can withstand huge acceleration forces, so they tend to use
high impulse, high force motors with fast burn times. Then coast to apogee.
You can model all this stuff in a free program called open rocket. You put
in your dimensions and weights and the motor specs and it tells you how

So yes, a rocket traveling at Mach 4.1 can indeed coast
We do some of that, but inly Level 1 not Level 3. You get a waiver from FAA
and communicate with controlling authority. A lot of these launch from up
near Mojave at the FAR site (Friends of Amateur Rocketry). It has a tower
and concrete bunkers and all.

Yes, you get clearance from the FAA, they route traffic around the area,
issue a NOTAM, and fine you if you stray from your assigned area. Amaeur
rockets were launched at the Ft Sill (SW OK) firing range once or twice a
year when I was a kid - don't know if they still do.

There are a number of areas in the western Nevada desert that are restricted
airspace for such things. Rocketry clubs use them for their fun and games. I
would also expect you would have to file a request with the FAA to put up a
NOTAM for such activity as well.
