Some card issuers used to have "one time use" numbers that you could use for
online shopping. I'm not sure how many still do, I think many have transitioned
to "digital wallets" and stuff that I don't understand so refuse to use.

I ordered a bunch of cheap electronic components, first attempt at
payment looked like it was accepted then rejected. Tried the order
again with a different CC, same thing but then a message saying I had to
make a copy of my DL and CC and send it to them to verify my identity.

I did. I was nervous, but the seller delivered to the products to a
very slow boat, that landed in Kenya a couple months later, and the
cargo was forwarded to Kampala we ordered. The local guy acted as
importer and paid the duties.
