Well you mentioned stopped low speeds. Mine makes a ratteling sound and the
whole column vibrates when I run low on power steering fluid. I suppose if the
cover is loose or it's near something it could rattle against it making that
noise.
Worth checking out. It's right on top and easy to get
Fluid level is about 1/2 from the top of the reservoir. Not sure how full
it is supposed to be.

be. When the fluid goes low it starts to suck in air causing the oil to froth
up.
1/2 from th top should be ok unless you have air in the pipes.
