IIRC the minimum system requirement for MC included the Win32s
extension. So you're looking at Win 3.1 or later, with that extension.
Remember, MC was ported to Windows only in 1997, so older MS systems
predate MC's earliest Win engine.

It's a nice compliment to the Shift key modifier, which moves the
objects by 10-pixel increments. With Option added for resizing, it
really rounds out the arrow key use quite well.

Rev's new reg scheme the engine will mess up your Home stack if
you try to run it unregistered with any IDE other than Rev's.
Once registered in Rev, however, you can use any stack as Home, and any
other stuff you want as your IDE.

Anything MC relies on is likely being used by others as well, so there's
nothing extra required for them to support MC other than to support
their customers.

Script Editor. Seems to work most of the time to remove the problem,
but for how long is anyone's guess.
When it happens here I just hit the Apply button a second time and it
works. Strange, but does seem to be an engine thang.

IIRC, MC only acts on mouseUp when the pointer tool is active, and
passes it if not. This has caused issues for me when I need to make
drawing environments, and I just made a tool to remove and re-insert

possibly depend on other parts of the MC IDE. Even if they don't, it's
ugly, doesn't honor common keyboard shortcuts, and has very limited
functionality. It could be built from scratch in under an hour, and
you'd totally know everything about how it wo
builder. It'll be some time before it's ready for public consumption,
but when it is I suspect the Rev compatibility module will be completed
in a way that will make it easy to contribute as an MC plugin.
