I think the "best" answer lies with BGP communities. What you're
looking for what I've seen called a "backup only" route. You can try
asking Charter support for a list of their supported BGP communities.
The goal would be to announce your prefixes to them with a community
that instructs them

Also you will need to set the bgp prepend path appropriately for you inbound
traffic desires. I use this on multiple networks and it works fine.

Are you running iBGP sessions between all the routers ?
if not.. then you are not properly configured.
In today's day and age, one needs to do Traffic En
Pad your AS to Charter.
By saying "nothing works" what does that mean? Are all your routers fully
meshed? Are you advertising to your igp the necessary next hops?
