I have never found a standard size file cabinet yet that have drawers
tall enough to stand 11x14 cards (or folded one sheets) up straight.
If you use stiff acid free board as backing and bag them in acid free
bags, then they will go in a stand

This question is completely on-topic, Rick. Hmmm... given that most legal
paperwork is done on 11x14 paper, the lawyers must have figured out a
solution long ago... check with a specialty supply company that caters to the
legal trade... or maybe just ask your friendly neighborhood law
