process is in releasing some of these films that you see in the discount
stores ie where do they get the print of the original film and how do they
go about finding the print?

I would not be surprised if this title is in the public domain. It's like
"Charade" in public domain. There are good prints like on the Criterion DVD
and
then beat up prints floating around. Anyone can put it out.
