There are several ways to do this but one of the ways to read to a partner is
to determine who is the more fluent reader. We talk about what this means and
it isn't about rate or just getting the words right. In
I've read Tim Rasinski's book, The Fluent Reader, and found some very helpful,
research based, strategies you can use to help your students. I'd reccomend you
get his book so you can read all the details. Here are three simplified
explanations of three strategies:

Last year I started using Reader's Theater to develop fluency. The kids really
enjoyed acting out the parts and this naturally developed into reading with
