Listen to your provider. From what I have been able to obtain in the way of information this is more necessary when winmodems and Windows are involved. Also, one may want to adjust them carefully. You may increase your traffic over the net one way or the other at the expense of the other

The default is 1500/1500. These are high values that will give you optimal throughput with minimal overhead, assuming your ISP supports them. If you are getting reasonable throughput with the defaults, don't change them. Many ISPs, however, don't support the high linux mtu default value. I've
