I've had my '85 CB450SCL now for about 3 years - awesome little bike, but
ever since day 1 I can't get the carbs (VB22's) dialed in just right.
Maybe it's not even the carbs, who knows.
The problem I'm having is that down on low load it's quite weak (not weak
enough to stall, but weak enough
You are still a good man for trying!

Here's a long shot - have tried tapping the carb(s) with the plastic handle of
a small screw driver?

Good thinking Ross. The guy left for an hour and a half trip back home with
the bike on the back of his truck at 10.00 last night. I just felt bad we
didn't get it running right. He was just a guy who posted a help wanted on
Craigslist. I told him if he could get the bike to my place, we could
Starbucks & a chocolate croissant- for you. Ignore the bike for now. That's how
I'm fixing my '92.

No air leaks and we were able to control the throttle action and the choke
manually. It's a mystery

Hey Eddie
The voltage your getting at 4000rpm sounds much like my bike. It would
charge but you had to be riding the hell out of it. Around town it was
draining the battery. Your test results say the stator needs replaced.
Unscrew the alternator cover, and then hopefully get the center bolt
Along with that check, make certain there is no snag or hangup in the
throttle cables. Last time I had an over-rev problem it was the cables too
tight by just a hair.

My guess if there is little or no vacuum, then too much air is getting in.
Look for leaks in the intake.
