I have a client that wants to keep a terminal server available publicly to be accessed from multiple sites where a VPN is not possible due to money and equipment constraints. The outside users just use the Remote Desktop and connect directly to the public IP. I feel this is a security risk.

Security measure? SIMs are for GSM technology. CDMA (Sprint and Verizon) is different and doesn't use SIM cards -- the phone's ESN is what identifies it with the network. And actually some of our users have phones with CDMA and GSM radios in them, and they use them on CDMA in the states and GSM

It really wasn't too bad. However, since I'll be heading back pretty regularly from now on, I've found that the best bet is to just pay out the RMB for a China Mobile phone and use the pay per minute. You can get something like 100 minutes for 100 RMB, which as you know, is only like $12 U.S.
