Run REGEDT32. Find the key called HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\ Policies\System. Look for values like NoDispCPL and NoDispSettingsPage. If they exist, they are probably set to 0. Change to 1 and reboot. Of course, if thes settings are coming from a policy, they
