This problem also showed up on Mac OS, and there was a bit of
discussion about rewriting the value function to use setenv() and
unsetenv(), but it does not appear that rewrite every happened. I'm
not sure I want that rewrite to happen now for the 4.0.1 release.

I created the 4.0.1 files directory on SourceForge, put up the 4.0.1
docs and the Windows 64 package to get things started. There does not
seem to be a way to start the release and have it hidden.
I'll put up the 32 bit Windows package some time today when I'm back
on a 32-bit machine.
