to create MDSYS and ORDSYS. These should be used instead of exp/imp.

MDSYS and the others were created automatically when I created a 8.1.7 rel 3 database
on NT 4.0 sp6a. The user MDsys ownes the tables:
CS_SRS,
MD$ (various)
OGIS_GEOMERTY_COLUMNS,
OGIS_SPATIAL_REFERENCE_SYSTEMS,
SDO_GEOM_METADATA_TABLE,
SDO_INDEX_METADATA_TABLE,
USER_CS_SYS
