I have this very thing set up and working. I am running 2.0.0 beta4.
Under the Queue section be sure to only select your junk queue.
For the State select New only.
For the New State, select removed.
Then you must set Delete tickets: to yes.
Then just save it.
This is working fine for me.

I just tested this in 2.0 beta4 and it works fine. I had the same
problem when I was using 2.0 beta2 however.
