For development, you can use CodeWarrior for Palm OS v8.0. Even though
Metrowerks doesn't update CW for Palm OS anymore, this release works
fine and this is actually what I use for development.

You can use CodeWarrior for Palm OS v8.0 which is Mac OS X native. This
tool works very well for developing 68K Palm applications.
The Palm OS Emulator also works well on OS X, and ROMs are available up
through OS 4.1.
