I don't have irfanview installed so I can't remember exactly how it does resizing, but if you set the size parameters to 1000x1000 pixels whichever is the longest size will sized to 1000 pixels. For this type of thing I use the Image Processor in PS CS2's Bridge Tools>Photoshop>Image processor...
