Good to know. My Motorola Droid 2 running Android 3 doesn't appear to have any function that disconnects GPS. I don't want to turn it off anyway, because I use it frequently, but I'm surprised that all android operating systems aren't the same. Of course, I could be missing something obvious.

Unless the mobile phone has GPS you can only be tracked to a particular cell. Which is a huge area. Al-Qaeda if they're smart, (and sometimes they are), use cheap disposable phones that don't have GPS capabilities. Satellite phones however are easier to track, which is what attracts missiles
