If you mean that swanky fade-thing in the page
background then the HTML code is this:

The Body tag is always there in any web page. The
Background attribute can be any image on the web.

If the stupid wallpaper crap is only one pixel high,
it won't take hardly any time to load. It's all the
other stuff like huge, highly detailed animated gifs
that take so long.

be one of the basic tennants of design, any design.
Most web designers leave that off, probably because
making your own web page is so easy. Especially since
the 'net is dotted with vast depositories of
cut'n'paste javascript to make your home

Ebay accept plain text or HTML in the list auction page. You can then
link your HTML into your web site by taging the back ground and other
stuff you may want, I think. In my opinion a complete waste of server
space, time and bandwidth.
