Well, you've exhausted my remote diagnostic ability. I would try closing MIP and restarting, then if that doesn't work, turn off and restart the computer while facing East and muttering please PIIGS fly before the market goes any further South, and if that doesn't work then re-installing MIP

Since a downgrade install of SBS on an old windows system works, it means all the necessary files in SBS are OK. It also mean thje problem is - one or more of the necessary files cannot run - one or more of the necessary files are not allowed to run - network access is blocked for the files or
