The LMS server.log might have some clues.
My first guess would have been file/folder permissions. Perhaps your new
Perl installation or the running LMS does not have the required rights
to open the files.

I also installed Librespot on my Windows laptop and volume normalisation
definitely works when playing to it from the Spotify app. So volume
normalisation works for Librespot but not for Spotty.

introduced in the Spotty custom-convert.

I know this may have already been discussed, I can't recall and the
thread is very long, but is there enough control in WIndows Universal
apps to make the taskbar icon a progress bar for the current track or
something - I have other apps, but not UWP things - that do this, like:
