I was wondering if i used a wildcard like %.localdomain, in the
blacklist_helo table, my policyd v1 server would take care of business.

Count me in. Like you said, it's not perfect but it's really better than
phpmyadmin, and i'm sure it could even be a very nice starting point to
a custom frontend.
Please consider releasing
ix and some Qmail-LDAP. I must say that
i'm VERY pleased with the results and i'm convinced that SMTPD ACL
Policy should take a leap forward, stop being Postfix-ware and start
being a transversal solution, with it's own RFC, in the way that
everyone could benefit from it
