I've recently purchased a 1400c, and am trying to adapt it to my humble needs. I had assumed it was a 117mhz, but the Apple System Profiler is reporting a 603ev @ 100MHz. Does is still qualify as a 117? Is this going to give me any trouble as I look to upgrade it(accelerator card, RAM, or other

You need a scan converter: DB-15 -> RCA or something, right? You want to present on a TV. You will still need the PB1400 video out card for one of these to work, since it plugs into the Mac's monitor port and pretends a TV is a valid monitor. Look for something like the Focus Enhancements L*
