It's unlikely the next Pygame release will use SDL 1.3. That is still in development, and there are other Pygame todo's to deal with first. Also, I am wondering about SDL 1.3 and the zlib license: http://www.galaxygameworks.com/faqs.html.

I doubt pygame will be changing any time soon. It would be close to
impossible to find all the contributors and get their agreement on changing
license. Also SDL 1.2 is LGPL, which means pygame has to be LGPL for SDL
1.2.
