Have you the cache to zero size?
I discovered this kind of strangenissue some weeks ago
If the qgis cache size is turn to zero the capabilities fail when go to add
the map to the Canvas.
This issue is on only with some wms (mapserver, geoserver) do not with
qgisserver.
I dont know with arcgis

under processing tools you will find 2 vector smooth tools, one is
native QGIS, the other comes from SAGA
(http://www.saga-gis.org/saga_tool_doc/2.2.2/shapes_lines_7.html). Just
type "smooth" into the filter of the processing tools.

Hi Dimitris,
Best tool available is GDAL. You can use this from within QGIS, by going to,
Processing Toolbox and typing in repro select Warp (reproject), select your
Input layer, set your Source CRS and then select the Target CRS.
This should be able to do what you want.

distances will be based on the resolution of your image, so 5m resolution will
result in a proximity raster of 5m intervals.
