The problem is that I need to allow any mail for or from my domain and
relay from some IP addresses only.

What file do I need to create in the control
directory to enable relay control? Actually I would like to enforce User Name
and Password Authentication from anything incomming to qmail.

tcpserver can already do this. Omit the qmail-smtpd path name in the
command line, and set $PATH using tcprules.
