Yes, it at least looks deliberate. Just like the front facing dropouts
look deliberate. All disky bikes should have the dropouts facing in a
direction so that braking forces pull the wheel IN, not OUT.
The thing that weirds me out about that bike is I can't see the stay on the

Maybe use a piece of round rubber to insert over the end of the stay, and
then gently tighten the screw on the clamp so it is tight enough to hold
for normal use, but loose enough to pop out upon

I think BQ has shown some (British?) bikes with mid-fork fender stays. I do
like the look of Pudge's example.
My V-O fender clips never clipped very tightly, and I've definitely knocked
them out with sticks. I just bought new stays, though, expressly to have a
tighter fender mount.

the clip? Sounds promising.
Better idea than a Silly Putty failsafe connection: pull it slowly like
taffy, but a sharp shock will shear it off clean. Knead it back together to
reinstall.
