Even a small pair of bolt cutters will work quite well on struts, which are made of relatively soft and easy-to-cut aluminum. I’ve cut struts effectively this way. Bolt cutters will leave sharp edges, which you might way to soften with sandpaper. A Dremel tool with a cutting wheel will also
