the powdercoater company here in bellingham strips frames chemically and then you can have it sand or garnet blasted after that if you want. we have a local frame builder here too. there is also a gentleman named Blake who will come out of his house and sandblast a frame in his carport for 25$.

I recall using a couple of blocks of wood a clamp and and an old tube used as a gasket to seal up the BB on a rusty old frame that I pick up. seemed to work okay, just make sure that the clamp is aligned well and I had the bike on a stand with a drip tray beneath it. -Andy On Sunday, Septemb

Personally , I'd take it/send it to a frame builder who can thoroughly inspect it, align it , replace any tubes or anything that needs it, and repaint it. In Ohio I know of such a person , but obviously this is not LA ! Being in LA, maybe such persons don't exist there , I have no idea .

I recall reading a tip on one of the de-rustificator's websites (either Metal Rescue or Evapo-Rust): Soak rags or paper towels in Metal rescue, wrap it around the frame (and inside the BB shell), then seal the soaked rags/towels in place with plastic wrap. Unwrap after desired exposure time. If
