Bingo!
vipw was what I was looking for. Something to the locking and whatever
else would be a good idea.
The other tools people mentioned:
chfn
chsh
passwd
linuxconf (urgh, if the interface wasn't so ugly)
These are all useful.

Or if you want to manually edit the /etc/passwd file, you should use vipw,
not vi (or pico).
(or vigr for the groups file)

I don't know of a tool after the fact but 'adduser' will allow you to
specify different options to create the account.
