'ifup ppp0' and 'ifdown ppp0' at a command prompt to bring the ppp0
interface up and down.

For me (RH 5.0 with a lot of errata updates), the scripts are if-up ppp0
and if-down ppp0; I am not at my machine right now, but the names are
either if-up or if_up. They reside in /usr/bin or /usr/sbin and I had to
add that to my path.

I have to agree with Aaron's findings. When I used Dan's suggestion for
'ifconfig up' from the command-line (while logged in as root), nothing
happened. No error messages but no modem activity either. I tried it again
from X using Net Config Tool and it worked like a charm.
